Innovation is the decisive strategic support

The 18th National Congress of the Party put forward the strategy of innovation-driven development. At present, in the face of great changes that the world has not had for a hundred years, on the one hand, our country's overall economic strength has greatly improved, taking decisive steps from standing up, getting rich to being strong. On the other hand, the international situation is becoming more and more complex, and there are many phenomena that move against the historical trend, so it is more urgent for us to participate in the global division of cooperation and competition with new comparative advantages.

 

During the past 40 years of reform and opening up, about 30 years or so, our development was mainly supported by resources, that is, by our labor advantages to develop industrialization, to introduce foreign capital, and to expand international market. The short board in our economic development process is that the production capacity is very strong, but the innovation ability can not keep up. To climb the high end of global value chain, we must rely on innovation to support our overall economic development, not only in manufacturing, but in all aspects of society that we ought to unswervingly use innovation to support us from the 14th Five-Year Plan to 2035.

 

Deepening reform to stimulate the vitality of market players

During the 14th Five-Year Plan period, China will enter a new stage and form a new pattern of development. The core and soul of this new development stage and new development pattern are the reform and innovation we have always emphasized. Jiangsu first put forward the implementation of innovation-driven strategy and the construction of innovative provinces, with achievements ranking the top in the country. In the face of the new situation of the 14th Five-Year Plan, in order to construct a new development pattern with the domestic big circulation as the main body and the domestic and international double circulation promoting each other, we must lead by reform and innovation to promote quality change, efficiency change and dynamic change.

 

In the socialist market economy, the vitality of market main body is the basis of market vigour, economic vigour and social vigour. Jiangsu has 11 million market players, how to let these market players fully mobilize enthusiasm, creativity and potential is the first problem we should consider in reform and innovation. This requires us to consider ideological emancipation as the guide, to deepen reform to stimulate the vitality of the main body of the market. In the proposal of the Central Committee on the 14th Five-Year Plan, the request of the private economy to build world-class enterprises is put forward. The number of private enterprises in our province is quite large and the development foundation is good, but there are some problems such as small scale, few leading enterprises, low efficiency and small influence of international brands. Can we push our private enterprises to the whole country and the world and become first-class through the reform of the system and mechanism? Jiangsu has rich scientific and educational resources and many universities and academicians, can we launch new products that are competitive in the domestic and international markets? During the 14th Five-Year Plan period, the government should create a better development environment and provide more and better targeted public goods through the reform of social management system and market management system, so as to facilitate the development of all kinds of market subjects.

 

High-quality development is a systemic change

The document "Recommendations of the CPC Central Committee on Formulating the 14th Five-Year Plan for National Economy and Social Development and the 2035 Vision" approved by the Fifth Plenary Session of the 19th CPC Central Committee, proposed upholding and perfecting the socialist basic economic system, giving full play to the decisive role of the market in the allocation of resources, giving full play to the role of the government, promoting a better combination of an effective market and a promising government, and raising the understanding of the relationship between the "invisible hand" of the market and the "visible hand" of the government to a new level.

 

Under the new development pattern, whether the domestic circulation can be smooth depends on whether the domestic market can operate in a standardized and high quality manner. The comprehensive implementation of the list of government powers and responsibilities is conducive to the delineation of the boundary between the government and the market, so that government's behavior is effectively supervised by the society and enterprises are easier to form reasonable expectations. Through the negative list management of business license matters, the government can reduce prior examination and approval, and concentrate on in-process and post-event regulation. The policy issued should have a system of prior evaluation and ex post evaluation to prevent local government from being unfettered and abusing power, which can hold back the arbitrariness of decision-making and possible moral hazard. Our province should make great efforts in the construction of market integrity system, make Jiangsu become the integrity highland of the whole country, and make Jiangsu enterprises, Jiangsu products, Jiangsu brands and Jiangsu entrepreneurs more trustworthy. In this way, the advantages of Jiangsu manufacturing can be fully developed, and Jiangsu will have enough strengths in the participation of domestic and international double circulation.
