—How to Improve the Level of Green Technology Innovation in Our Province

With the development of the economy, green technology innovation has become an important emerging field in the new round of industrial revolution and technological competition. With the establishment of China's low-carbon green recycling economy system, green technology innovation has become an increasingly important driving force for promoting green development, and has become an important support for fighting pollution prevention and control, promoting ecological civilization construction, and promoting high-quality development. At present, the level of green technology innovation in our province is in the leading position in the country in total, but there are also problems such as low proportion, hindered transformation and unreasonable layout. In order to further improve the level of green technology innovation in our province, Guo Jin, from Nanjing Normal University, conducted in-depth research and put forward the following suggestions.
Firstly, strengthening policy landing. In recent years, a series of local laws and regulations formulated and promulgated by the provincial government have played an important guiding role in promoting green technology innovation in response to outstanding environmental problems in our province. However, due to the inability to interpret these policies in a timely or correct manner, or to issue relevant implementation rules in a timely manner, the top-level design has not been implemented. From a business perspective, companies are struggling to cope with complex laws and regulations, and are more inclined to implement specific implementation rules. Therefore, it is suggested that in formulating and promulgating laws and regulations in our province in the future, we should not only reflect the pertinence and guiding role in combination with the outstanding environmental problems in our province, but also pay attention to the interpretation of top-level design，formulating corresponding supporting measures and implementation rules and delivering clear pollution management ideas and solutions to enterprises and society.
Secondly, building a market-based regulatory system. Since the economic and social construction of our province has shown the characteristics of "attaching importance to economy and neglecting environmental protection" since the reform and opening-up, so compared with the environmental regulation of government regulation, the environmental regulation of market regulation has a clear basis in the implementation process, and the ground and the pertinence are stronger, therefore the stimulation function to the green technology innovation has the superiority. Therefore, it is suggested to construct a more flexible market regulation system, which can reserve some adjustment time for enterprises.
Thirdly, expanding the collection of sewage charges, and controlling the flow of sewage charges. As a kind of effective economic means to control pollution, sewage charges can promote enterprises to carry out green technology innovation. The study found that the investment in environmental pollution control completed in Jiangsu Province in 2019 was very high, with a capital of 76.56 billion yuan, but more than 80% of the funds flowed to the construction of urban environmental infrastructure, which means that the funds were used in infrastructure. The construction does not flow to enterprises, and the proportion of investment in industrial pollution control was very low. In view of the above problems, it is suggested that in the future, on the one hand, the province needs to expand the coverage of sewage charges to ensure that sewage charges are collected according to law, comprehensively and in full; on the other hand, it is necessary to strictly control the flow of sewage charges to ensure that they can used in a more suitable place.
Fourthly, reshaping the main position of the enterprise. In the process of statistical data and analysis, Mr. Guo Jin found that the green technology innovation in Jiangsu Province is characterized by the university-led and the lack of vitality of corporate green innovation. After categorizing and sorting out in the green patent library, he found that among the top 20 applicants for the number of domestic green patent applications in 2014-2017, there are four enterprises in Jiangsu province, four of which are universities, they are Changzhou University, Jiangsu University, Southeast University, Hohai University; Looking at the holdings of valid patents. At the end of 2017, among the top 20 applicants for effective domestic green patent holdings, five enterprises in our province were shortlisted. All of them are colleges and universities. They are Southeast University, Nanjing University, Hohai University, Jiangsu University and Nanjing University of Technology.On the one hand, this reflected that the innovation vitality of our province's enterprises is not sufficient. On the other hand, it also reflected the performance of colleges and universities in green technology innovation is very eye-catching. In addition, the scale of technology transfer to universities was very small. In view of the situation that the province's green technology innovation results are dominated by universities and the enterprise green technology innovation is insufficient, it is recommended to make breakthroughs in three aspects: Firstly, promoting environmental protection financial funds to enterprises, reshaping the main body of enterprises in the process of green technology innovation and stimulating the enthusiasm of enterprises to carry out green technology innovation. Secondly, it is recommended to establish a green technology trading and transformation platform as soon as possible to clear the green technology innovation results from universities to enterprises, from patents to productivity. (At present, most of the trading and transformation platforms in Nanjing are concentrated in computer software, and it is the transfer of art and design, but there are fewer platforms for green innovation transfer.). The third is to rationalize the relationship between enterprises, universities and governments in promoting the process of green technology innovation, clarify the division of labor, establish a coordination mechanism, and improve the collaborative innovation system of “production, politics and research”.
