At 9:00 a.m. on May 8, the 147th On Tao Forum of teachers workshop was held at room 634-a, Xingmin building. The theme of this lecture is "Discussion on important issues in the modernization of urban governance". Professor Zhou Zhenchao, dean in School of Politics and Public Administration at Southwest University of Political Science & Law, Song Linlin, professor in School of Politics and Administration at Tianjin Normal University, Wu Xiaolin, professor in Zhou Enlai School of Government at Nankai University, and Zhang Xiang, professor in School of Public Administration at Fujian Normal University were invited as guests. Besides, Dr. Qiu Shi, lecture in School of public administration at Nanjing Normal University, acted as the host.
At the beginning of the lecture, Professor Zhou Zhenchao briefly introduced the basic status of strip-block relationship of the grass-roots governance, especially the urban governance in China from the perspective of strip-block relationship. He pointed out that town government and street government in China nowadays faced complicated strip-block relationship, prominent contradiction of strip-block relationship and heavy burden. Therefore, the problems related to the strip-block relationship can be effectively solved through three ways: improving the government responsibility system, improving the coordination and coordination mechanism of strip-block relationship and standardizing the inspection and assessment of higher-level functional departments.
Then, by sharing his research experience in government service centers at home and abroad, Professor Song Linlin inspired students to follow the route from life logic to research logic, to find the essential connection behind the phenomenon in the complex and rich experience world, which emphasized the importance of integrating theory with practice. At the same time, She elaborated the four elements of the modernization of government service, which are the legalization of values, the networking of main structure, the standardization of system and the intellectualization of technical tools. In addition, she emphatically analyzed the role of the modernization of government service in promoting the construction of equal relations among social strata.
Then, Professor Wu Xiaolin talked about his views on urban governance research. He believed that we should firstly make clear the correct path of academic learning before the research of urban governance. He pointed out doing research should like developing a TV series. We should continue to make small breakthroughs towards sustainability, and then gradually achieve the goal of research. On urban governance, Professor Wu reckoned that we can carry out research from three levels: structural perspective, process narrative and basic investigation.
Finally, based on the organizational analysis of the relationship between local governments, Professor Zhang Xiang puts forward the thinking of "Administrative Community". In view of the existing theoretical confusion between structuralism and actor perspective, he provided a responsibility perspective as a new outlet, and further helped students understand intergovernmental relationships through interpreting the historical implications of administrative community.
In this lecture, four experts and scholars focused on the solutions to the issue: urban governance modernization, which provided a good academic exchange and discussion platform for the study of urban governance. At the same time, they also deepened the students' understanding on the frontier of urban governance research and expanded their academic vision.
