At 15:00 on April 17, 2026, the 389th session of the "Lundao · Master Forum" of the School of Public Administration was successfully held in Conference Room 634A, Xingmin Building. For this lecture, the School specially invited Professor Wen Meirong, a second-level professor of the Party School of the Heilongjiang Provincial Committee of the CPC (Heilongjiang Provincial Academy of Governance) and Executive Editor-in-Chief of Administrative Forum, to serve as the keynote speaker. Professor Wen delivered a lecture on the theme "Topic Planning and Writing Requirements for Academic Papers." Professor Qin Xiaolei from the School of Public Administration served as the host, and faculty members and students of the School actively participated in the lecture.

Professor Wen Meirong has served as a journal editor-in-chief for many years, has been honored with titles such as Outstanding Editor-in-Chief of Social Science Journals in Chinese Universities, has led and completed national foundation projects, and has achieved substantial academic accomplishments. Professor Qin Xiaolei briefly introduced Professor Wen Meirong's work experience and academic achievements, and extended a warm welcome and sincere gratitude for her arrival.

Professor Wen Meirong, taking the main columns and manuscript selection criteria of Administrative Forum as a starting point, briefly explained the journal's publication preferences. Regarding the identification of research problems in academic study, she advised young scholars to read more high-level monographs and articles, to avoid choosing topics that are either too popular or too obscure, and to focus on mid-level themes. After clarifying the topic selection strategy, Professor Wen further systematically elaborated on four criteria for high-quality papers: academic rigor, innovativeness, intellectual depth, and standardization. Among these, she emphasized that innovativeness is particularly crucial. She also stressed the need to avoid common knowledge errors in writing and to maintain strict standards in punctuation and wording. Finally, Professor Wen Meirong provided young scholars with practical suggestions for polishing high-quality articles, including refining titles to be concise and original, writing abstracts that are both succinct and comprehensive, and ensuring that keywords are specific and targeted.

During the interactive session, Professor Wen Meirong engaged in in-depth discussions with faculty and students on core issues such as "how to determine the direction of topic selection." In her concluding remarks, Professor Qin Xiaolei spoke highly of the lecture. She noted that Professor Wen's presentation was substantive, insightful, and clearly explained complex matters in an accessible way. It not only systematically expounded the standards for writing high-quality papers but also pointed young scholars toward the key pathways for polishing their academic work. The lecture was incisive, practical, and profound, effectively addressing the real confusions students face in paper writing while fostering a sense of normative rigor for future academic writing practice. The lecture concluded successfully amid warm applause.
